Police watchdog completes report into death of Nicholas Gibbs

Quebec’s police-oversight bureau has completed its investigation into the August 2018 death of Nicholas Gibbs, a 23-year-old black man from Notre-Dame-de-Grâce who was fatally shot after allegedly threatening police with a knife.

In a statement on Monday, the Bureau des enquêtes indépendantes said that on May 22 it sent its report to Crown prosecutors, who will decide whether officers involved will be charged. BEI reports are not made public.

However, in its statement, the bureau outlined the circumstances of the incident, which occurred after police responded to calls about a fight between two men at the intersection of de Maisonneuve Blvd. and Montclair Ave. in N.D.G.

The BEI said Gibbs smashed the window of a police cruiser and officers used pepper spray and a Taser to try to subdue him. The BEI said Gibbs, carrying a knife, was shot by an officer when he continued to advance toward police.
