Ex-Peel cop sentenced to four years for sexually abusing teen 50 years ago in ‘unspeakable breach of trust’

A former Peel police officer and Big Brother who repeatedly sexually abused a teen boy half a century ago has been sentenced to four years for what a judge called an “unspeakable breach of trust.”

Frank Kohler, now 75, first starting abusing Kevin Dickman at age 11 in 1967, after the police officer began mentoring him as a Big Brother. Kohler repeatedly sexually abused the child over the next five years.

As an adult, Dickman blamed the years of abuse for how his life spiralled into homelessness and addiction before his death in 2019.

“The gravity of the sexual violence against Mr. Dickman, when he was a child, is enormous,” Ontario court judge Richard J. LeDressay said sentencing Kohler inside a Brampton court on Monday.

“The psychological and emotional damage to Dickman negatively impacted his entire life.”

Kohler pleaded guilty to two counts each of indecent assault and gross indecency in December over offences spanning January 1967 to December 1972.
